Matsutec HP 528A, Actisense NGW-1 iso AIS to Raymarine, trouble shooting part 1

An update on the progress made so far in attempting to get our Matsutec HP528a AIS to talk to our Raymarine Axiom MFD.
We put an Actisense NGW-1 ISO-AIS nmea0183 to NMEA2000 converter in between, this should have allowed the Raymarine unit to overlay the AIS targets.
First attempt failed, we can see the NGW unit in the Raymarine network, and we are getting voltage outputs from the Matsutec, but no comms.
