Emergency Broadcast System: Blowdown

Creating a set of lore from a novel of mine I generated an Emergency Broadcast detailing a coming Blowdown. A Blowdown is a weather system that formed following the Three Year Winter and has become a normal storm system since.
A Blowdown forms when large amounts of heat rise over a storm system building it up until it cools then pushes it downward to ground level and cycling it across large distances similar to a tornado or hurricane.
Blowdowns can last anywhere between thirty minutes and several hours. Blowdowns have a total of seven levels: Level 1: Harmless.
Typically passes after an hour or two.
Travel is limited in most areas.
Slight debris. Level 2: Wind speed at 80 MPH similar to a CAT 1 hurricane.
Travel is restricted residents recommended to remain indoors.
Damage is minimal - broken windows from flying debris minimal risk of doors breaking in.
Visibility is similar to the late evening.
Lasts anywhere between four and eight hours maybe more. Level 3: Rare but can occur on coastlines such as the eastern and western seaboards.
Moderate risk wind speeds exceed 100 MPH potentially knock down trees shatter windows and blow in doors.
Not recommended to travel outdoors.
Visibility is dark.
Lasts anywhere between eight and sixteen hours. Level 4: Wind speeds exceed 110-120 MPH resemble conditions of a CAT 3 hurricane.
Trees can fall and cause heavy damage to nearby areas.
Visibility is dark.
Can last up to twelve hours.
Common in the Wastelands of Europe and Asia. Level 5: Resembles conditions of a CAT 5 hurricane.
Wind speeds exceed 150 MPH.
Small structures susceptible to collapse and heavy damage.
Visibility is pitch black cloud cover is thick.
Can last up to fifteen hours.
Most common in Wastelands of Europe and Asia. Level 6: Wind speeds exceed 200 MPH.
Surface is dangerous.
Lasts anywhere between six and sixteen hours. Level 7: Common in the Russia Wastelands.
Wind speeds exceed 250 MPH and can even reach 300 MPH.
Surviving a Level 7 Blowdown is impossible unless sheltered preferably underground.
Can last up to twenty-four hours.
In the NCA the highest Blowdown experienced is a Level 3.
Elsewhere they are considered dangerous and can hinder the survival of even the most sustained civilizations.
