Why does my Skyrim Special Edition look like this?

I was recently playing Skyrim Special Edition a little while ago and suddenly I walked out of Warmaidens in Whiterun and my game started to look like this.
Ive tried walking in and out of Whiterun and various buildings but to no avail.
I have very few mods installed and I will list them below.
